David Barnfather - Company Director

Our Experience :

David retired from the Lancashire Constabulary in September 1996 after serving for 30 years.

At the time of his retirement he was an inspector working within the force Information Technology Department where he had been closely involved with the design, development and testing of the force Information and Logging system which integrated an number of the force IT systems and the VHF radio infrastructure into one application.

A major part of that integration was the use of radio status messages in 'real time' updating both incident and resource logs. That system, known as 'CRS' is still in operational use within every communication room in the force.

On his retirement David was asked to join Lancashire project team for the implementation of the Airwave Service Pilot (using Tetra Radio Technology) within the force.

His major responsibilities were :

Management of the project plan

Management of the risk register

Audit of the project controls (under Prince II)

Design and development of the Fleet-map

Support for integration into force IT system

Radio terminal procurement, configuration & management

Testing and evaluation (both nationally and locally)

Radio terminal upgrade and re-configuration

Development of working practices

Development of the force Airwaves service help desk processes

Support and evaluation of and for training packages

User evaluation

Call data analysis

Since 2001 David Barnfather Associates Ltd. has provided consultancy to the Police Information Technology Organisation (PITO), who are the responsible authority for the Airwave Service. We have recently won an OJEC competition to continue to provide these services to PITO for a minimum period of a further 2 years to provide support for both PITO and police forces in relation to both migration and service management challenges.
